Holly Springs is at an important moment — growing quickly, full of opportunity, but facing challenges that demand thoughtful, experienced leadership.
Joe Cuccurullo is ready to serve with the experience, energy, and commitment this town deserves.
As a public school special education teacher, small business owner, and active civic leader, Joe understands the pressures families face, the demands on our infrastructure, and the need to plan growth carefully — without losing the small-town connection that makes Holly Springs special.
Joe co-founded the Resource Room Learning Center, a 5-star-rated academic support center serving K–12 students with tutoring, test prep, and executive function coaching. Under his leadership, the business expanded to multiple locations and now serves families in both New York and North Carolina. He’s currently leading the development of Pathways Academy, a private school designed for neurodiverse learners, including students with autism and learning differences.
In addition to his work in education and entrepreneurship, Joe brings real-world government experience. He currently serves on the Holly Springs Planning Board and the Land Use Advisory Council, and is a former member of the Tree Advisory Committee. These roles have given him firsthand insight into how our town operates and how long-range planning, zoning, and budgeting decisions directly affect residents’ daily lives.
Earlier in his career, Joe worked in federal contracting and procurement as a Contract Specialist at the National Institutes of Health. He also held leadership roles in higher education administration at American University’s Washington Semester Program. Additionally, Joe spent years working on local and federal political campaigns, where he developed a deep respect for public service and civic engagement.
Every day in the Wake County Public School System, Joe works directly with students and families who need more than promises — they need patience, solutions, and results. Teaching has sharpened his ability to lead with clarity, empathy, and determination.
Joe and his wife, Samara — also a lifelong educator — are raising their son right here in Holly Springs. They attend community events, support local businesses, and enjoy the small moments that make this town feel like home.
Joe isn’t running to make politics louder — he’s running to protect what’s working, fix what’s not, and ensure Holly Springs continues to thrive. His campaign is grounded in real-world experience, a track record of service, and a deep belief in our shared values of family, respect, and community.

For the past five years, Joe and his family have been proud to call Holly Springs home. This is where his family has built a life — as neighbors, volunteers, educators, and small business owners. In 2015, Joe and his wife, Samara, founded the Resource Room Learning Center in Staten Island, New York. After moving to Holly Springs, they opened a second location in town in 2021, bringing individualized education services to local students and families.
